Joseph Wesley Young’s 1925 city
Young laid Hollywood out as a planned community during the 1920s land boom, with roughly 1,500 trucks and tractors grading new streets and clearing lots, while yacht basins went in alongside a dedicated power plant.

The person answering your call keeps you on the line long enough to find the shut-off, then sends a plumber who already knows Hollywood code puts the building sewer on the homeowner.
Whose job is it to fix the sewer line outside a Hollywood house?
The homeowner’s, for the building sewer and the connection that joins it to the main. Hollywood’s own code places that responsibility on the property owner, and in a city built mostly before 1960 that run is often the oldest pipe on the lot and the one no one has ever inspected.
The city itself supplies the water and takes the wastewater away. Hollywood Public Utilities counts more than 140,000 permanent residents as customers and delivers upward of seven billion gallons of drinking water annually, and a combined portal lets a resident apply for both city and Broward County permits in one pass.
History adds a wrinkle worth planning for. Hollywood was laid out as a planned city in 1925, and its Historic Preservation Board reviews any work inside a historic district. The city is upfront that such reviews can push a permit’s timeline back.

Beneath a 1920s street plan
Hollywood was platted in one decade and mostly finished within four more.
Young laid Hollywood out as a planned community during the 1920s land boom, with roughly 1,500 trucks and tractors grading new streets and clearing lots, while yacht basins went in alongside a dedicated power plant.
Only Miami reportedly took a harder loss that year. Much of the earliest construction went back up immediately afterward, so a lot dated to 1925 can easily be carrying a house framed in 1927.
Add more than 2,400 hotel units on top of that. The great majority of today’s residential stock therefore falls inside the cast iron drain era, and the commercial core falls into shared-stack territory.
City code puts upkeep of the building sewer and its connection squarely on the property owner, a detail worth learning before a backup forces the question.
The Historic Preservation Board weighs in on work inside the city’s historic districts, and Hollywood itself warns that the extra review can delay an application.
What actually fails
A 1920s plat, a 1950s build-out and six miles of shoreline each produce their own failure.
In the mid-century housing the drain itself is cast iron, corroding from the inside until the roughened bore snags whatever passes through. Clearing it buys a few weeks, not a fix.
Ask for a camera before paying for a third clearing.
Cast iron replacementHollywood carries roughly five to six miles of Atlantic frontage, and out there copper supply pipe corrodes from the exterior as well as the interior. A single pinhole rarely stands alone.
Ask what condition the rest of the run is in.
RepipingWhere an apartment sits above a storefront in the old business district, household drainage and a restaurant’s grease load can share one stack. Whoever calls it in is rarely where the problem started.

The Atlantic-facing blocks, five or six miles of them, where salt in the air corrodes copper supply lines from outside in. Proximity to the water predicts the next failure better than the age of the house does.
The heart of the 12,170 single-family homes standing by 1960, and the source of most of the city’s recurring-clog calls thanks to its cast iron drains.

Open the Google profileWhen we attempted to turn off the toilet supply valve, it began leaking. Even as he was checking the toilet connection, the plumber was replacing the valve. Never gets wet, and it works like a charm with the new shutdown.
There was a backup in the bathroom downstairs right before weekend guests came. The professional got there earlier than planned and got rid of the blockage without making a mess. …
We had hammering noises in the pipes every time someone used hot water. The plumber secured loose sections and installed proper supports to stop the vibration. House is finally quiet again.
Questions
The building sewer and its connection belong to the owner under city code section 52.07. In a city built mostly at mid-century, that stretch is frequently the oldest pipe on the property, which makes it worth having looked at rather than assumed.
It can. The Historic Preservation Board reviews any work proposed inside a historic district, and Hollywood says outright that the added step can delay approval. Work confined to interior pipe rarely draws the same scrutiny as anything visible from the street.
Because the corrosion is coming from two directions at once (salt air working the outside of the pipe while ordinary water chemistry works the inside), so a fresh-looking run can still develop a pinhole.
Not usually. Hollywood lets a resident file the city permit and its matching Broward County permit through the same online portal, which saves a second trip through the process.
